Comer expands House probe into prediction market insider trading to Hyperliquid, Crypto.com, and PredictIt

House Oversight Committee Chair Rep. James Comer has expanded a congressional investigation into insider trading on prediction market platforms. In letters to CEOs, Comer requested documents from Hyperliquid Labs, Crypto.com, and Aristotle Exchange Inc., the parent of PredictIt. The probe examines whether traders exploit non-public information in event-contract markets. The investigation began with a focus on Polymarket and now covers additional platforms.

Why this matters?

The House investigation turns platform compliance records into political ammunition that could shape CFTC enforcement budgets and priorities. Hyperliquid, Crypto.com, and PredictIt must now produce trading data and internal policies while defending their surveillance systems in the court of public opinion. A damaging hearing could pressure the CFTC to tighten audit trails or expand market-manipulation rules before any rulemaking finishes.

Operators already burning legal funds on state preemption fights face a second front in Washington. The first subpoenaed exchange to show gaps in its monitoring becomes the example Congress uses to justify broader oversight. Traders may see sudden policy shifts long before courts settle the underlying state-federal conflict.

The bigger picture

Comer's probe joins a multi-front legal assault on prediction market operators, as New Jersey, Robinhood, and Crypto.com have separately asked the Supreme Court to settle whether CFTC registration blocks state gambling laws.

Polymarket hires Goldman Sachs veteran Lisa Mantil for institutional growth

Why this matters?

Polymarket now pairs its CFTC-regulated status with a Goldman Sachs pedigree at the exact moment competitors are pursuing different institutional paths. Morgan Stanley joined NEXTPredict as the first major US bank in prediction markets just days ago, while Robinhood builds through crypto exchange partnerships rather than traditional finance hires. Mantil's network opens doors to hedge funds and propriety trading desks that have watched prediction markets from the sidelines.

Her success or failure will test whether a single senior hire can convert regulatory compliance into actual institutional flow. The comparison with NEXTPredict's bank-branded marketing deal and Robinhood's partner model will clarify which institutional strategy produces trading volume. Mantil lands balance-sheet participants, Kalshi and ForecastEx will face pressure to match with their own senior Wall Street recruiting.

Sixth Circuit rules Kalshi sports contracts are gambling, not CEA swaps

Why this matters?

Kalshi's federal preemption theory is now wounded in two circuits. The Sixth Circuit ruling forces Kalshi to geofence Ohio and Tennessee or restructure its sports offerings to comply with state gambling regimes. Legal spend compounds across parallel cases while the Supreme Court window stays closed.

Polymarket and other CFTC-registered platforms face identical exposure. Each circuit loss becomes precedent the next state copies. The deeper risk is market fragmentation: traders hold positions whose legality shifts with geography, not regulation. Uniform federal rules now depend almost entirely on whether the high court takes up the petitions sitting before it.

Coinbase Ventures and CMCC Global back prediction market maker Raven at $90M

Why this matters?

Raven's new capital from Coinbase Ventures and CMCC Global lets it deepen liquidity on CFTC-regulated prediction market venues at the exact moment institutional traders are testing the asset class. Market makers who supply continuous two-sided quotes determine which platform wins order flow, because tight spreads attract larger position sizes. Polymarket and Kalshi both need dedicated makers for their sports and political verticals, and Raven can now compete for those slots against incumbent crypto-native desks.

The $90 million pre-money valuation signals that infrastructure bets are pricing higher than some consumer-facing platforms. CMCC Global's crypto fund pedigree and Coinbase Ventures' exchange ties give Raven preferential access to both capital and clearing relationships. Raven lands exclusive maker deals with top venues, competitors will scramble to match its balance sheet or accept wider spreads that bleed retail volume. Coinbase Ventures' own exchange ambitions in prediction markets create a potential channel conflict if Raven serves rival platforms too.

The bigger picture

Robinhood's prediction markets strategy relies on equity partnerships rather than direct market-making infrastructure, unlike Polymarket's recent Goldman Sachs hire for institutional flow or Raven's fresh capital from Coinbase Ventures and CMCC Global.

Polymarket accounts for 83.6% of Polygon's $37 million protocol revenue

Why this matters?

Polygon faces a revenue cliff when Polymarket completes its migration to a proprietary blockchain. The prediction market's fees have powered the lion's share of Polygon's protocol activity, so its exit would leave stablecoins and staking as the remaining attractions. That concentration risk is now visible to every blockchain competing for prediction-market volume.

For Polymarket, running its own chain removes rent paid to a third-party Layer 1 and may allow tighter control over latency and user costs. The timeline matters: the longer the migration takes, the more Polygon can court replacement DeFi projects. But no replacement of comparable scale is currently evident, and a sudden volume drop could trigger a validator-exit spiral that hurts both chains before the separation completes.

The bigger picture

Robinhood's $156 million Q2 prediction-market revenue already tops its legacy businesses, joining Polymarket's dominance on Polygon as evidence that single-vertical concentration now defines operator valuations across the sector.
