Cboe and Robinhood win SEC approval for KPI prediction contracts
The SEC approved Cboe's key performance indicator event contracts offered in partnership with Robinhood, according to announcements from both companies. Robinhood will become the first retail broker to offer KPI-based prediction contracts. The products will compete with similar event contracts on prediction market platforms Kalshi and Polymarket. Robinhood customers traded 13.6 billion event contracts in Q2. No launch date or contract terms were disclosed.
Robinhood now splits its event-contract business across two federal regulators, adding SEC oversight to its existing CFTC partnerships with Kalshi, Rothera, and others. That dual-track compliance map raises costs and complexity if either agency shifts rules. The move also gives Cboe a retail distribution arm it lacked in earlier launches.
For Kalshi and Polymarket, the entry of a major retail broker into SEC-regulated KPI contracts intensifies pricing pressure. Robinhood's 13.6 billion Q2 event-contract volume shows it can move retail traders at scale. Competitors must now match fee structures or lose the low-stakes segment that drove summer records. A regulatory action against Cboe would force immediate volume migration to established CFTC venues.
Becomes the second major regulatory approval for Robinhood's prediction-market expansion after its CFTC-linked event-contract partnerships, and deepens the regulatory split as the CFTC pursues a swap-rule reclassification of event contracts.
